I think the last clause might be....too OP should I bump him up to 5-6 mana?

 

 

Late game this card is a monster of card advantage.

His last ability should state "Activate this ability only as a sorcery" to make it so he can't infinitely stop opponents from casting spells.

 

His damage ability should cost more for more damage, but cause him to tap- just to prevent to much fire breathing shenanigans. 

 

Altogether nice job on the well thought-out card.
