Hexproof doesn't mean it can move at instant speed. Hexproof is "This cannot be the target of spells or abilities your opponents control." I think you're looking for Flash.

You mistook the text in paragraphs for a reminder text. It is not supposed to describe the Hexproof-Ability, but to allow you to use this ability at any time, you could cast an instant.
But since this is already set for all activated abilities, except for those that state otherwise, of course, the paragraphed text is unnecessary anyway.
