monarch, why don't you make a set instead of just one or two cards? are you just trying to post so you can be seen as a popular user? I only post a lot of balancings to cards, and occasionally post four or five cards. I think making sets would be better than random cards. And this card is bad, and there is a better card already made called Omenspeaker. I would suggest making it {1}{w} Oracle of the Gods
0/3 When Oracle of the Gods enters the
battlefield, look at the top card of your
library. If it is a permanent, put it onto the
battlefield tapped with a oracle counter on it.
During your upkeep, you may pay {3}{w} to
repeat this effect for each permanent with an
oracle counter on it.

Lol, that would be brutally overpowered considering you can insta- drop a worldspine worm for one white mana, then keep on putting more things out, or just mana ramp with putting lands down.

Although I'd recommend looking for another artwork and giving it some serious flavor, I like the concept of a more aggressive alternative to Omenspeaker, that doesn't force blue on you.
It is neither very creative, nor that well executed, but its not a bad card.
And for your suggestion, well just wtf.
Put it onto the battlefield with an oraclecounter on it- you may pay {3}{w}-WHAT? This is one of the weirdest concepts I've ever seen, seriously.
And by that I don't mean innovative/creative-weird, I mean plain weird. It could work, but it needs a comprehensive syntax, and especially NOT to be on a twodrop-creature.
Things like this are SUPER-expensive enchantments or ramp-instants to finish your opponent, but most important: Why counters? There are by far fewer counters in MtG than all these custom cards may suggest. It's just odd.

there are fate counters blaze counters charge counters poison counters +1/+1 counters -1/-1 counters, it is just used as a way of saying it has been marked and also if a new counter is invented is to make sure past counter shenanigans cannot combo insanely.
