Is this card overpowered? I know that scry can be very useful especially if you are having a land problem but I'm not sure. Any ideas or criticism?

For this cost, he is not overpowered whatsoever, quite weak in fact. If you want to give him more power, to make him cooler, you should give him some way of Re-entereing the battlefield, meaning he can do it multiple times in a game, in addition to the spells you are casting and the artifacts you are bouncing him with. Depending on how easy/how frequent he can re-enter, you may want to reduce the scry. One example I came up with, you may notice it is a lot different form your original, but this is just an example, I will leave closer examples for you to come up with, I would not want to steal your ideas!

I agree that for a 5 mana legendary creature he seems quite weak. apart from giving him a re-enter the battlefield ability as that would be quite pointless as once legend rule occurs it would just happen again ect. instead give it an ability to scry while on the battlefield e.g UW,Tap: look at the top five cards of your library, draw a card. this is also better flavour-wise as since he's a seer he cannot change the future therefore this extra ability makes him both better balanced and fits in with the flavour of the character. also he seems more of a blue black then a blue white character just for flavours sake since scry is more traditionally a blue-black over blue-white ability.
