This seems more white than green. It's also overpowered. The casting cost should be increased by at least one or two.

Well, it certainly is GREEN (green is more famous than white when it comes to mass combat prevention) but it is just to boring, it just makes the green deck sit there and be boring for many turns, with hydras most likely growing and being destroyed, it would be better if it had a cap for X, or if it was multikicker with a kicker cap.

That's not what I meant... that still is the same thing only vulnerable to enchant removal- which is still just to stalling

I'm sorry but rolling fog is kind of a dumb name, I'm not trying to be rude that's just my honest opinion.

Lol, it is a bit unimaginative but it certainly makes sense in the english language: simply means its fog that keeps on coming and going

An extended version of Fog. Nifty, if a bit boring. Yeah, it prevents damage to you for a while, but that doesn't stop your opponent from building up their army while they wait. I think it's decently balanced, actually.
Oh, and there's a typo. You used 'as' instead of 'has' on the third part of the effect.

It fits nicely into the green colour pie but seems a bit less green than normal fog would. Green is more about living in the moment and doing what nature intended which is why one turn instants like fog match the green ethos so much while this is an inherently green card it just doesn't seem to embody what green is all about. It should definitely have a limit like lolilord suggested maybe give it a maximum of three counters as this seems the longest amount of turns that it would work in green without being to "in the future" to not embody what green is about and so give it that sort of natural feel that instead of prolonging the battle an insane amount it is more of a calm before the storm for a green deck which gives them ample time to expand their bestial forces and to grow their hydras without being broken in both a flavour sense and in a game sense also it should only be combat damage s this is more akin to green and it should prevent combat damage to everything to give the sense that it is actually based on the card fog and isn't just a generic damage sink at the moment the fact it specifically designates only damage to you meaning the caster does have more of a white feel than that of a green card.
