It is not about what they are, rather than what you want them to be.

Do you want them to be realistic playable cards, emulating the rules of MtG?

Or do you want funny parodies?

 

Think about what kind of effect you want to achieve with the card, then the others can tell, whether you succeeded, or otherwise how to improve.

So they are R&D.

Mark of the Madman is just weird in all three aspects: Artwork, Name, and actual effect. The Hellsing-shot just doesn't match the feel of an actual MtG card, instead of "mark of the Madman" something like "Mark of Madness" or "Madman's Mark" would be more elegant, but most importantly: Shroud is an outdated mechanic. Its modern equivalent Hexproof allows is far more versatile, since shroud blocks out your own abilities/spells, too.

You could go for something like "Enchanted creature gets +2/+2, attacks each turn if able and can not block." for {2}{b}, but this feels kind of red again...

 

The evil scientist has similar problems. First of all, there are too many mana symbols in its cost. It just ends up looking odd and being more difficult to play.

Furthermore this artwork does not really fit (just like the first one), the correct typing would be Human WIzard and its ability is far too expensive. Also, the discarded card would be part of the cost.

Maybe you should give this one another name, too. "Evil" Scientist just sounds wrong. Maybe a "Morbid Alchemist" or a "Gruesome" whatever you want to call him?

Not only is shroud outdated, it was also never a mechanic available to black cards.  Most of the cards that involved shroud were blue, although there were some that were green and even one white, but certainly not black.  Secondly, I think evil scientist should be blue and red or blue and black.  Green is the color of life in MTG and doesn't really make sense in this card.

It really feels more like a Blue/Black card, I give you that, but green is far more morbid than one might imagine. It has a strong affinity to graveyards (on par with black), shares Deathtouch as a dominant mechanic and is one of the colors that directly destroy its obstacles. Yes, green is the color of life, but also the color incorporating the natural cycle of life and death, brute force and feral instincts. You know what? Forget Black/Blue! This "Evil Scientist" is actually a "Desecration Chanter", a Human Shaman for {2}{b}{g}! Seriously, flavor overload!
