The idea behind Forgiving Mountain is not very creative. A land that just adds two mana is just not very interesting. Additionally, the flavor just doesn't fit red; Things like redemption or absolution are more white's or blue's ballpark (with blue incorporating the sorrow of searching for it and white being the condoning party). Instead of calling it "Forgiving Mountain", you could give it a more solemn name, like "Site of Absolution" or "Pact's Peak" (no wait don't call it this, that's just stupid).
Burn the Vail on the other hand, doesn't make any sense what so ever...
Reducing its cost is just a bad idea. It's strong as fuck. Just give it trample, intimidate, buff it up, let it fly or deal its combat damage without attacking (which are all possibilites of red and black) and you just instawin the game. This thing so jacked, one attack of it kills you into negative dead (which is so alive that you are still dead).
