I would rather call it a "Dragon" than a "Drake". I usually dont give much about keeping the races original, but I see no difference there 
Legendaries should rather be Mythic Rare than Rare in my opinion.
I like the effect overall. Interesting Fusion design, but it would come pretty unhandy, as it is 3 CL + 1 White + 2 Blue + 6 more CL to give this thingy 'only' +3/+3 and First Strike. Probably make it +5/+5 or even higher.
I am no wording-specialist, sorry that I cannot help you there
EDIT: I have just seen that there are two races; Drake AND Dragon. Sorry about that XD
