Wanted to make a card that embodies white. Say hello to the keeper of the poor!

I like the card, but there are a few things not perfect:

 

The Title sounds like that this thingy would make sure the Poor stay Poor. "Watcher" or "Guardian" would be better than "Keeper".

 

The Ability is well thought over, but you should make it a passive ability to prevent 1/1s to be played out and be 7/7s three turns later. It will not work well.

 

Finally, Basic creature? An Unlimited number of those could be really deadly if you trigger the (as already mentioned somehow broken) effect MULTIPLE times in a turn.

 

Also, I would rather make a 2/3 to balance the ability out.

no no worries the basic thing was a typo, and how would you make it passive? Sorry im a bit of a noob at this

Just take out the mana-symbols. As long as an effect has no costs, it's automatically passive. You should also be careful with the definition of its ability: Since Magic is a game where everything goes, as long as it's written on a card, everything has to be taken literal. In this case the +2 bonus would not trigger for 1/1 Creatures, who already have another bonus, because they no longer count as such if their values change.

Additionally it would also increase the power of your opponents creatures.This kind of ability you're going for is really tricky.

My attempt would be to keep it as an activating ability, like this: "{1}{w}{w}{t}: Until end of turn, all creatures you control with both Power and Toughness equal to or lower than 1, get +1/+1 and Protection from Black".

Actually, this ability is not just tricky - it in fact doesn't work. As you hinted at, the 1/1's get their p/t toughness changed, making them uneligible for that same boost, which turns them back into 1/1's, which...you get the point. It's because of the layer system. This is why there are no cards do this, and why the card Humility is so damned confusing (especially combined with Opalescense). My suggestion would be something like this: 2W: Target creature gets +2/+2 and protection from black until end of turn. I think just giving everything pro-black is a bit strong for an uncommon, so I'd do it one at a time. Could also be 1W for +1/+1 and pro black.

 

Oh, and all Angels have flying. And this should most likely cost 1WWW if you want a 3/3 flying with upside.

One other alternative: just make it a "When this creature enters the battlefield", and maybe increase the bonus to +3/+3 to balance it out. Or, maybe you can say something like "All creatures with a printed power and toughness of 1/1 gain blah blah blah", although I'm not sure that applies to tokens :P

This solution would also work for Tokens, but I think leaving it at just referring to their power is fine; At the moment of the cast, they are still legal targets.

He could make it something like "all creatures with original power equal or lower than 1 you control", but then you have to make sure, that you can't spam the ability, by making it expensive, only usable for one time per turn, or (as already mentioned) by making it an entering-trigger.
