Something about this card doesn't fell right. I think it's the color; Expensive blue creatures usually have some weird, game breaking effects, but this one is just a 4/2 Flyer.
Also blue feels somehow just wrong on Chaos Spacemarines. Maybe Black/Blue?
Consider reducing the cost to {1}{u}{u} or something like this, making him a 3/3, and giving him "{1}{u}: +1/+0 and Flying until end of turn."

I meant to give him some effect but forgot too I can give him the black and blue as that would make more sense... But will it have the visual effect like it should? Like I know the new cards these days the card is literally splt in two when it has 2 colors. Does the card maker here have that effect?

Not exactly. Dualcolored cards have either matching or golden frames, depending on its manacosts. If a spell has manacosts that can be paid with either one of its colors (like Sundering Growth for example), it has a two colored frame, while a spell with distinct manacosts, that needs both of them, has a golden frame.
Like this:
{g\w}{g\w} = Green/white frame
{g}{w} = Golden frame
btw, are raptor marines exclusive to minions of Tzeentch? He is most certainly the only chaosgod sympathizing with the blue color scheme after all.
Otherwise I would recommend them to be Black/Red
If you want the Flavortext to look right, put it into these -> [ ].
