OCG is still a bit rusty. Haven't made a MTG card in months.

 

And yes, no flavor text to start off. Best to keep it basic.

It's an interesting card. I would give it haste to see if that wouldn't make it broken, because I feel it makes it much better actually.

 

And the wording is:

 

"Tap up to 3 target creatures. Those creatures do not untap during their controller's next untap step."

I assume you meant the wording to be what CDDRodrigo already said. Otherwise it's pretty worthless. Having it be a tap ability just makes it too fragile. Maybe make it an ETBF ability? You lose the repeatedness but gain a whole lot of playablity.

Tapping it can protect it, actually. And ETBF? That'd be against the point of a beholder. Maybe if it had the same ability but for "Remove a +1/+1 counter from target creature" as a cost, so it can be done multiple times?
