This is actually broken.
First, OCG fix:
As an additional cost to cast Deconstructer Constructor, pay 1 life.
T: Deconstructer Constructor deals 3 damage to target creature or player.
RR: Destroy Deconstructer Constructor. You may search your library for a card named Deconstructer Constructor and put it onto the battlefield tapped. Then shuffle your library.
A built in Lightning Bolt effect on a 1/4 creature for 3 mana and 1 life is beyond the current power level of the cards. For comparison, we currently have this:
And it's not only that effect, it also dodges all kinds of targeted removal as long as you have another one in your library.
Bonkers.
