Bit of advanced info: +2/+2 counters aren't used anymore for years.

 

Otherwise this seems quite weird, but not sure how powerful it is.

I'm guessing this is a Yu-Gi-Oh! player who made this. Let me tell you one thing right now: The games are drastically different. This card would be very broken in Yu-Gi-Oh!, and I'm sure the "Destroy all others" effect was inspired by YGO for sure. But in MTG, if you are going to pay one of each mana and not even destroy a single land, leaving your field open to anything they can cast next turn, you aren't playing right. It's underwhelming in MTG standards. If it said pay one of each and destroy all creatures and all land, and it was +1/+1 counters, then I see it as a Magic card. And remember in terms of balance, Magic's balance is the mana. So a card can be as broken as you want, it just has to cost more.
