A pseudo-Past in Flames is decent. But you also being able to cast your opponent's things without worrying about colour? Potent. No wonder the mana cost is so high.

 

But 7UUR seems rather prohibitive. For that amount of mana I expect to do something incredible soon regardless of what is played afterwards. This card's potency depends on what comes out afterwards, and considering its lack of protection it's very easy for the cast cards to be lost forever.

 

Cut the cost. I would recommend around 3UUR to 4UUR.

Change Whenever instead of when and you got a pretty solid card. I still agree with gadjiltron your card a little bit overcosted

Oh, right, I forgot he has a 7/7 body.

 

4UUR or 5UUR would suffice.

Well if I may, the 7/7 factor of it just seems... off, I mean I can understand the natural tendency of a high-cost creature to be "big", but I still don't know if the Viashino Wizard should have as much brute force as a titan. 

 

As for the ability, this seems a bit over the top, but leaving him at a 7-cost means that at that cost you want a game winner. Also, if at all possible, I would get a more high def image. If you're using Google images, remember to hit "view image" before saving it, for the full version.

4/7 would be more in the color pie honestly

Yes, but the actual card wouldn't fit that, since he has a strong combat ability in the form of magic but a weaker body as a result. The card better fits a 7/4 set up than a 4/7.
