These don't feel very different from the quest counter enchantments in original Zendikar block. They just give little additional bonuses as you progress towards their goal.

I like em and feel that the progress towards the end goal is a nice new thing on top of the old Quest Enchantments, yet i feel 4 mana is to heavy for somthing you need to enable, i say make em 1-2 mana but make the first goal a lvl 2-3, then people can play around with building them earlyer in game.
