Is not balanced because for like 4 mana you can attack enough to win the game, or at 1 mana you can infinitely protect a creature that doesn't attack (Like Guttersnipe) but seeing as how it is a mythic, this could be justifiable.

Well, that's kind of unglued. SUPER unglued. The only way to lose protection counters is attacking, but since you get them for basically no significant mana cost, it's super strong.

The problem here is the definition of protection: A protected permanent can neither be blocked, destroyed by damage, or targeted by a source it is protected from.

So basically what you have here is a 1 Mana Hexproof/Protection from creatures, or 2 mana, if you want to attack.

VERY strong.

you can put a base cost for the spell like 5 colorless mana or something

Or make it protection from creatures, instead of protection from everything.
