First idea:

Use the R&D section. That one is about balanced realistic card design.

Be careful with the color pie alignment; Dragons are HUGE, so green is always a nice fit to multicolored dragons, except for the fact that green is as anti-flying as it gets.

make some dragon-cult people, instead of too many small dragons, so people can effectively play a dragon tribal, that does not suffer flavorwise; Cheap or small dragon cards are tricky to pull off.

Also put thoughts into other factions you want to include and always try to keep it fresh and interesting; Play around with existing archetypes, like red elves instead of green etc.

Maybe you could start by thinking about some lore, before designing the cards?

You are always going over the top. How about something less... colossal? How about just making it a land with bonus effect? Maybe instead of influenceing only blue dragons, it could work for all dragons, but in a way that adds more blue to them, like giving them a blue mechanic (which is kind of complicated, since all dragons have flying).

How about, since cliffs at the seashore can be used as a hideout both to lunge at your prey or keep yourself save, it could give Flash or Hexproof, like

"Dragonwing Cliff

Land - Island

t: {u}

Dragonwing Cliff enters the battlefield tapped.

Dragon creatures and tribal sorceries you control have flash."

Same goes for your Slayer (which is no legitimite type btw, just make him a Human Knight, a Human Cleric or something, maybe Soldier or Warrior).

Lesser his cost and take his abilities down; Be more fluent and elegant.

Since his main theme is protection, maybe you could make it like this (for example)

"Vigilance

When [Bobtheswordsmanwhateverhescalled] enters the battlefield, choose two creature types.

[Bobtheswordsmanwhateverhescalled] has protection from the chosen creature types. Creatures of the chosen creature types have -1/-0"
